ICC's Two Tier Plan Sees New Zealand, Pakistan Complaining

While the England and Wales Cricket Board (ECB) is making denials, the ICC’s plan to make Test championship a two tier affair has a few teams seeing red.
The ICC had earlier stated that the ECB (England) and BCCI (India) had opposed the move for an ICC Test championship, concerned about the revenue that would be divided. However, the ECB is denying that they were opposed to the idea and are in fact open to the idea in the FTP (Future Tours Programme) post 2012.
The ICC is planning a Test championship that is likely to see India, Australia, South Africa and England in the top tier which means the four other teams which would be relegated to a second tier.
While the early reservations were about New Zealand not entirely excited about the prospect. There have been no murmurs from Sri Lanka yet but the Pakistan Cricket Board (PCB)has come down heavily on the idea saying that they have not been confronted with the prospect yet and should that be the case, they would be turning it down.
But is it in their hands?
